The Human Resource Management Unit is responsible for managing all aspects of UNITE’s workforce across its headquarters and campuses. Its core functions include recruitment and appointment of staff, management of staff welfare and benefits, performance management, training and professional development, payroll administration, and the formulation and implementation of HR policies. The unit ensures that UNITE maintains a competent, motivated, and professional workforce in line with applicable public service regulations and the Institute’s strategic objectives.

| Biography | Ambrose Emolu is a distinguished Human Resource professional with over 13 years of leadership in the public sector. He holds a Master's degree in Human Resource Management and is currently a PhD student in Business Administration at Uganda Martyrs' University (UMU). Throughout his career he has held strategic roles within Local Government, the Education Service Commission, the Office of the Prime Minister, the Ministry of Education and Sports, the Ministry of Public Service, and the National Agricultural Research Organisation (NARO). A specialist in performance management and organisational efficiency, he has been instrumental in establishing HR information systems and modernising functions such as performance management, recruitment systems, and policy development and implementation. He is an active member of the Africa Public Service Human Resource Management Network (APSHRMnet) and the Uganda Public Service Human Resource Management Network (UPSHRM-Net). |
